I have considered the (lack) notability of the California Aggie. Given that there are no criteria for newspapers, I mainly considered other student newspapers that have existed on wikipedia for a while, such as City on a Hill Press at UCSC and an alternative paper at the same institution, Fish Rap Live!. Happy to let this go from speedy to notability, to give you time to build the article - so that will be about two weeks. You need to build in more information and references.
